The Village Clerk’s Office collects
Village Tax, Sewer and Water
payments. Acceptable Forms of

Handicapped Parking
Permits
Permits are obtained
through the Village Police
Department.

Applicants for
Handicapped Parking Permits must
live within the Village of Chester
to be issued a permit by the Police
Department. Parking permits are
issued to the person NOT the
vehicle. New York State requires
that a the last three digits of the
driver license number be entered on
the handicap hanger. Handicap
Parking Permits are issued for a
maximum of 5 years.

To apply for a handicapped parking
permit, complete part 1 of the
Handicapped Parking Permit
Application and have a
physician complete Part 2. Bring the
completed form to the Police
Department with your New York State
Driver License or NYS DMV Non-Driver
ID card. If you do not have either
card you must complete an Affidavit
stating that you do not possess a
driver’s license. There is no charge
for a Handicapped Parking Permit.

Property Tax
Information
Village tax bills are
sent out on or before June 1st
with a due date of June 30th.
Taxes are due by June 30th
with no penalty. After that date,
monthly interest will be calculated
and added to late payments. In the
first month, 5% will be added to the
base tax and an additional l% for
each month thereafter until October
31st.
Payments can be made
at Village Hall 47 Main Street.
Payment is accepted in the form of
exact cash, check, or money
order. Make checks payable to the
Village of Chester. No partial
payments will be accepted, one
payment for full amount only.
Payments received must be postmarked
by due date to avoid next level
penalty charges (or next business
day on weekends and Holidays).
DO NOT combine property tax
payment with Village of Chester
water or sewer check payments.
A $20.00 fee will be charged for all
check payments returned by bank for
insufficient funds. If you
have an escrow account and receive
your tax bill, please forward the
bill to your financial institution.
Payment will be accepted by the
Village Tax Collector with penalty
through November 1, 2009.
After this date, payment (no
personal checks) can only be made to
the Orange County Commissioner of
Finance in Goshen N.Y. until Nov 15.
Unpaid taxes after Nov. 15 will be
re-levied onto that January County &
Town tax bill.
The assessment
reflected on your tax bill is based
on the prior year’s taxable status
(March). If you had any adjustment
to your assessment/exemption or
property ownership after March of
the previous year, changes will not
be reflected on your Village tax
bill until the following Village tax
year.
Property owners that
have their taxes included in their
mortgage payment will not receive a
tax bill. Escrow banks submit a
listing of properties to send tax
bills to them to process.
If you receive your
tax bill and it is included in your
mortgage payment, please forward the
bill to your financial institution.

Water
Billing and Collection
The Village Clerk’s
Office bills water to Village and
Non-Village customers. Residents are
billed May and November. There
are businesses within the village
that are billed quarterly. If
water bills go unpaid a 5% penalty
for the 1st month will be
added. An additional ½% per
month thereafter.
